+I am interested in working on a Liberian ship. Can I apply for documents before I am offered a job on a ship?
Yes. Individual seafarers can directly apply online for their seafarer documents that are necessary for sailing aboard Liberian flagged vessels. This can be done by visiting the following website https://seafarers.liscr.com/. For additional information including payment details please contact manila@liscr.com. Further, the Liberian Registry offers online license examination and upgrading to eligible seafarers via an entirely new learning management system. This platform, https://seafarerexam.liscr.com/ allows the eligible seafarer, working through approved Training Centers, to be able to take these examinations globally 24/7. +How can I obtain a Liberian License equivalent to my national certificate of competency?
To receive a Liberian Seafarer's License Endorsement or Certificate you must submit an Application for Liberian License, RLM-105, through any authorized Filing Agent that is responsible for manning the Liberian vessel on which you will be sailing, or you may apply directly online for your seafarer documents at https://seafarers.liscr.com/. This application must be accompanied by a copy of your national passport or similar identification document, qualifying prerequisite competencies, and proof of seatime listing your position aboard the ships as well as the respective gross tonnage, horsepower (kilowatts), and types of ships. A copy of a physical examination completed within the past twelve months must also accompany the application along with passport size photo. Seafarers are required to possess and/or order a valid Liberian SIRB in order to obtain a Liberian License. The requisite fees and specific Liberian requirements for obtaining Licenses are listed in the RLM-118, "Requirements for Merchant Marine Personnel (Annex 5 Schedule of Fees)”.
+What is the difference between a Liberian License Endorsement and an original Liberian License?
A Liberian Endorsement is issued based off a National Certificate of Competence, issued to the seafarer by their national government, and recognized by the Liberian Registry. For Officer Endorsements there must exist a Memorandum of Understanding (MoU) between the two Governments and this MoU outlines which country recognizes which certificates. An original Liberian License is a Certificate of Competence issued to the seafarer by the Liberian government, upon successful completion of training and the examination process.
+Special Qualification Certificates
+What special qualification certificates (SQCs) must the officers and crew on a Liberian Flag vessel have in their possession?
The Minimum Safe Manning Certificate (MSMC) dictates the minimum number of officers and ratings that must be on board the vessel. The officers must have their appropriate licenses and the ratings must have their appropriate Special Qualifications (SQCs); i.e. ASDs and ASEs.
All officers and ratings must show proof of Basic Training Certification conducted within the last 5 years.
All acting ship security officers (SSO) on board a Liberian flagged vessel must possess the Liberian SSO Special Qualification Certificate (SQC).
When serving on a tanker, all officers and ratings involved in the tanker operations must possess the appropriate Special Qualification Certificate for the tanker type vessel that they are assigned and they must possess proof of training from a shore based fire-fighting course (advanced course for officers).
All ratings watchstanders must have the appropriate special qualification in their Liberian books.

+How can I obtain a Seafarer's Identification & Record Book (SIRB)?
To receive a Liberian Seafarer's Identification & Documentation Book (SIRB) you must submit an Application for Seafarers Identification & Record Book, RLM-273/279, through any authorized Filing Agent that is responsible for manning the Liberian vessel on which you will be sailing, or you may apply directly online at https://seafarers.liscr.com/. This application must be accompanied by a copy of your national passport or similar identification document, qualifying prerequisite competencies and proof of seatime, listing your position aboard the ships as well as the respective gross tonnage, horsepower (kilowatts), and types of ships. +Becoming an Authorized Liberian Filing Agent
+How do I become an authorized Liberian Filing Agent?
The vessel owner must provide an appointment letter assigning a manning agent or crew manager for a particular vessel or group of vessels, which should be sent for review to the Director of the Filing Agent Program, Mr. Anthony Geegbae, at seafarers@liscr.com.
+SEA System Applications
+I have a seafarer who has been issued valid Liberian documents. How do I renew or replace them?
You are able to renew your documents within a year of expiration by applying for “renewal” documents via SEA System. If valid documents have been lost, stolen, or damaged, you should apply for “replacement” documents. If documents have already expired, you will need to apply for “new” documents. For relevant pricing, please reference “SCD Pricing”.
+How can I change an application once submitted?
Once an application is submitted through SEA System, you will not be able to modify it, including a Certificate of Receipt of Applications (CRA), if ordered. In order to avoid duplicate documents, please do not resubmit an application for the same seafarer. If you require further assistance in this matter, please contact SCD Client Services.
+How can I cancel an application once submitted? Am I able to cancel part of the application?
A request to cancel applications can be made either thought SEA System or by contacting the Seafarer’s Department Client Services. SEA System cancelation steps are listed in the User Guide starting on page 53. You are able to cancel multiple applications within a submission. Keep in mind that the entire application for a seafarer will be cancelled when requesting though SEA System. The associated CRAs are non-refundable as they are issued at the time of submission. If you require partial cancelation, this cannot be done though SEA System but an email may be sent to the Seafarer’s Department Client Services with the submission number, the applicant’s name and the listed documents you wish to cancel in the application.
+Upon submission, how long until I receive the requested documents?
Liberian applications are processed within 7-10 business days from date of submission. Once issued, they are shipped the following business day. Shipment times vary depending on Filing Agent location and can take within 3-5 business days to reach its destination. If you have not received the documents within 20 business days, please contact SCD Client Services
+How do I expedite an application, and how long does this take?
A request to expedite applications can be made either thought SEA System or by contacting the Seafarer’s Department Client Services. SEA System expedite request steps are listed in the User Guide starting on page 51. Request for expedites are for the entire submission. Meaning if you have four applications in a submission, all four applications will be expedited and charged accordingly.
We offer two options of expedites; an entire submission may be expedited within 1-2 business days (same day/next day expediting of applications) for the expedite fee of 150.00 USD per application or an entire submission may be expedited within 3-4 business days for the expedite fee of 100.00 USD per application.
The expedited services moves your submission ahead of regular processed applications with priority per the expedited choice picked. Once processed the entire submission is closed and issued documents shipped same day. Shipping takes an additional 2-6 days to reach its final destination.
Expedite request may also be an email to the Seafarer’s Department Client Services with the submission number and the desired expedite option.
+What if an application has been rejected?
Upon rejection, you will receive notification through email and your SEA System queue. Within the notification, you will find the reason for your rejection and which document was rejected. Once you fix the issue, you may re-apply for documents via SEA System; please be sure to only re-apply for those documents that were rejected. You are not charged for documents not issued.
+I am unable to upload a photo and/or supporting documents in SEA System
SEA System is now compatible with all current browsers including mobile devices, but works best with Firefox or Google Chrome. The system allows image files to be uploaded as well as PDFs under supporting documents section.

+I am in receipt of Liberian documents, but I am unable to deliver to the seafarer due to vessel schedule. What are my options?
If the seafarer has valid Liberian documents, an official letter can be written to the vessel outlining the documents that the Liberian Registry has issued to the seafarer. For relevant pricing, please reference our “SCD Pricing” page
